
Thailand is paying for gas power it doesn’t use.
In 2025, seven out of eleven privately owned gas-fired power plants operated at less than 10% capacity—Yet the Electricity Generating Authority of Thailand (EGAT) has continued to bear the costs, with ratepayers shouldering THB 159 billion (USD 5.02 billion) since 2023—costs that are ultimately passed on to Thai households.
Meanwhile, during the Russia–Ukraine war in 2022, global LNG prices nearly doubling Thailand’s LNG import costs. Electricity prices exceeded 4 baht per unit for the first time in 14 years, peaking at 4.72 baht per unit in September 2022.
More recently, geopolitical tensions in Iran have disrupted global LNG supply chains, forcing Thailand to fall back on coal-fired power generation—despite its commitment to achieving net-zero emissions by 2050.
Despite these challenges, Thailand still plans to add 6.3 GW of new gas capacity by 2037—while delays, rising capital costs, and global turbine shortages cast doubt on the future of gas. What does this mean for Thailand’s energy security and economics?

Christopher Doleman is an LNG/Gas Specialist, Asia, focusing on the economic, financial and climate implications of developing the natural gas value chain throughout Asia.
Christopher previously spent five years at the Asia Pacific Energy Research Centre (APERC) in Japan identifying collaborative opportunities across Asia Pacific Economic Cooperative (APEC) members to achieve common energy goals. As a former market analyst and energy modeller, he analyzed how developments in policy, energy markets and technology shape energy systems and affect energy security.
Christopher is a co-author of IEEFA’s new report, Thailand’s Gas Conundrum: Overbuilt, Underutilized, and Increasingly Expensive, which reveals how Thailand’s gas expansion plans are increasingly out of sync with actual electricity demand and climate goals.
